Re: jamiehenderson1993's questions: the most famous 3/4 blues would be Miles Davis' All Blues - it's actually 6/8 but same ballpark.

As far as comping 1 or 2 beats on the IIm7-V7 chords, there's no set rule, can be improvised like most else.
