Unless I am mistaken (which happens more than I like), these normally go for around $10-$15. Am I missing something?

A complete pickup/preamp/tuner system generally goes for a lot more than $10-$15. The price seems to be listed in Canadian dollars for some reason, no idea why, since the seller seems to be in Texas. The shipping seems to be high, but might be more reasonable if it's indeed coming from Canada.

If you look at that sellers other items, you'll see they are usually absurdly overpriced - $12 headphones (retail price) being sold for $50, etc. Surprised he makes any sales at all.

Hmm. For that money you could get a reputable product from a reputable brand, rather than "Unbrand" as the seller describes it. E.g.:

Seymour Duncan Wavelength™ Solo Pickup | Seymour Duncan

This used to be the D-TAR system developed by Rick Turner and Seymour Duncan. Very, very good.

In my steel string, I have a Martin branded piezo (no on-guitar controls, I didn't know any better when I installed it 45+ years ago) and use a Para Acoustic DI to preamp and EQ it (big improvement).

I never knew those things existed at those prices. I wouldn't even briefly consider using something that cost $10 for installing in a guitar, not even a very cheap one. That said, I have no idea about the system linked in the OP.
