How tight should they be? I just replaced a few missing washers on the Grovers and a few of the tensions seem to be more tight or loose than others.

Tight enough so they don't rattle, loose enough so they're not stuck.

If you overtighten them you can break the little plastic washer, so not that tight. But you want it to be tight enough so that if you just barely touch or bump the tuner inadvertently you won't detune the string. I have Super Rotomatics on one of my guitars and the way they stick out it's easy to bump them. So I like those to be pretty tight. But the Schallers I have on one and the Kluson Revolutions I have on another I leave pretty loose.

I just tighten by feel. I know what it feels like, but I can't begin to describe it accurately. One of the more important things is to do the tightening with the strings loose, not at pitch. With the strings at or near pitch, it's difficult, if even possible, to tell how tight it is.
