My low cost suggestion is a used Crate GFX15. They are often available used for below $50 USD. And they sound great. Not very powerful, but great for practice.
The Little Jazz was on sale a couple of weeks ago for $200. Now it's twice that or maybe $350. I think it's a great practice amp -- and it will handle jam sessions and small gigs. It's not the best sound possible, except for its size, price and weight class.

I use a Revv D20. It has a two-rock attenuator / IR built in. Run an xlr cable into audio interface / computer. And speaker kit to a speaker cabinet with 12” Allessandro fender-speaker-clone. In 4w mode it plays great at bedroom levels.
OP: sorry if this is a bunch of confusing tech speak. Google this amp, watch some demos etc. It perfectly solves the problem of having a great sounding tube amp in the bedroom at low volume while simultaneously recording it with your computer.

Just make sure you get one with handles. The stock ones are very hard to carry with a guitar on your shoulder.....
