I think it should go before anything else in the chain. This is discussed in the manual, which you can read on the EH website. EHX.com | Hum Debugger - Instructions | Electro-Harmonix

I am pretty annoyed with that 60 Hz hum. The Hum Debugger works very well.

Some say it alters to tone somewhat. That is possible I suppose but it would be maybe maybe on my list of concerns. Skills are the preceding 98.

I also like Fralin P92s a lot. They say those don't sound like P90s exactly. Yes, it's true. They don't hum.

Thanks for your input, Marty. The Hum Debugger will be here soon. I’m looking forward to trying it out. I’m not too concerned about the tone issue. I have a ways to go to meet the 98% mark. So, the last 2% will take some time to get there. Maybe beyond my lifetime!

No P90 pickup guitars in the herd yet, but will keep the Fralin P92s in mind.

Update: I received the Hum Debugger and installed it on the pedalboard this past weekend. It substantially quieted down the KA single coil pickup noise and also quieted down my overdrive and character pedals, including the Nocturne Brain Junior Barnyard. There is some minor residual noise with the toggle switch in either position but not anywhere near as objectionable as without the Hum Debugger. I haven’t detected any changes in tonal quality so far. So, I’m happy with the Hum Debugger and it will stay on the pedalboard.

Thanks to everyone for their help!
