    I live in Pennsylvania with a climate very similar to Chicago. I keep all my guitars in their cases on a rack in my basement studio with a room dehumidifier set at 45% year round. I never have humidity problems.

    My understanding of this product is that it adds humidity when it's too low and reduces humidity when it's too high.
    The packs aren’t that precise. Boveda says +/-2%, but that’s an ideal measurement in an airtight container. They tell you to calibrate your hygrometer in a plastic bag, so I assume they use a sealed bag to test the packs too.

    A “49%” pack will maintain the case somewhere between 45 and 55% in real life. Remember that the case lining will absorb moisture until it’s at equilibrium with the pack. Then it will hold that moisture once it’s been humidified and is kept closed. Linings vary from case to case, and there’s a varying amount of open space in different parts of the case. The location of the hygrometer is probably not at the exact same RH as other areas in the case next to the guitar (or even right next to a pack).
