Yes. Octave courses aside, baroque guitar is tuned like the modern guitar, but without the low E.

As it happens I recently got both of those Frank Koonce books (i.e. baroque guitar, and vihuela), it’s interesting stuff to play on classical guitar. I already had a few of these pieces scattered about in various books, but it’s handy to get them all in a couple of collections. Also Koonce has detailed chapters on interpretation, ornaments, etc. which are very useful.
If you want the original tablature, the collected works of all the composers in his baroque guitar book (Sanz, de Murcia, Guerau and Santa Cruz) can be found in facsimile form on the IMSLP website.

I've always wondered about getting a five course guitar with movable frets, would it be the ideal instrument for my five finger right hand picking technique.

If it was mine I’d probably spend more time moving the frets than actually playing something.

I was gonna say this slightly defective instrument is cheap - until I saw their shipping quote, which is about 6 times higher than the item price.
