I can't tell that it changes the sound, but the teflon that is embedded makes the strings slide over it more easily. On that guitar both the nut and the saddle are Tusq.

YMMV but for me the presence of teflon is a good reason to avoid them.
In my experience with a Tusq saddle the material gets scored very easily, possibly as easily as wood. That would suggest that thicker (round) wound strings leave imprints of the winding that will probably counter the benefits of the internal teflon lube.
