I came across the following chord chart but do not know how to interpret what to do with the '%' symbol.

And a % symbol with two slashes in it means repeat the previous two measures. It's usually placed on a bar line.

But, in case you've missed it, that percent sign is really a keyboard shorthand for the real thing which looks like this:
And, as someone said, more than one bar is like this:
And so on. The thing is the normal keyboard can't do that sign and it's not in Character Map so % is what we do!
(god knows what it is in Arabic...)
