To answer your question less flippantly, IME, people either call either "Softly" or "Softly as in a Morning Sunrise," but I'm reasonably sure "Softly as a Morning Sunrise" happens occasionally without anyone noticing or noting it. And as Mr. B noted, the Johnny Smith version of WdR is contrafact. The Ventures play different changes, which are a re-working the Chet Atkins version (which is also different from the original).
I recently did a duet gig with a pianist where I played WdR as a counter-melody to her playing the head of Softly. Got a few chuckles out of the crowd.

Thing is, people out here have been known to put up windchimes that are the size of small trees, I could see how one of those could drive someone mad. In fact, if someone does a remake of Hitchcock's movie, The Birds, they should suggest it was windchimes that drove them into a mad rage.
