Have you tried to play that piece? String skipped clean cross picking is as hard as anything I heard in the OP clip.

Sorry also if I said anything unconvenient, english is far from beeing my mother tongue so it's often difficult for me to get the exact nuance.
And,... both guys are excellent musicians and amazing guitarists, each one in his genre.

I think it's worth pointing out. "Technique is control" Segovia.
Guitarists often use words technique and technical to indicate display or impressive sounding stuff. In fact that's not what it is. It can be used to that aim, but that Chico thing is HARD. Not saying the OP is easy either, but music that sounds 'technical' is usually.... undercooked music in my experience.
I mean, a Bach Sonata is technically difficult, but if you are thinking about the technique, the performance has failed.
