I’m currently in New York studying Jazz and I’m trying to find a high quality semi hollow guitar. Handmade by a notable luthier (Moffa, Victor Baker, Westville etc.) would be cool but isn’t a make or break. I know 3k is probably to low for something like that nowadays but maybe someone’s clearing out their collection.

Where or with whom are you studying??
I think your "ask" is a tough one, so good luck with that! You may get more input here if we knew more about your background, etc. (i.e., are you new to jazz or guitar; what gear do you have now; what other guitars have you tried? and so on). There are many excellent guitars out there in the $3k range .. and you may be good with a Squire tele!

For gear I’ve got a small pedal collection with the essentials and some more unique things and apart from a blues junior I have in my apartment I’m working with whatever amps my school or a venue has. Quite a few of my friends at school use Victor Bakers which I really liked the sound of. I also tried some of the Comins GCS guitars as a more affordable option and I thought they had a great tone to them. I hope this gives a little bit more detail!

I have a 1982 AS200 Artist, all original except new frets and nut, pick guard by Angel Guitars. Unlike most you will find from this era, ZERO issues.

Being a student, I’d say get something inexpensive and durable.
So if you like longer scale go with some sort of Partscaster and Gigbag.
If your more a short scale Gibson style Guy, get a thinline Eastman and a Gigbag!
While all those bespoke guitars are really nice. You don’t want have worry about either losing a nice instrument or trying to maintain one either.
Once you get into seriously making a living at it, then go for it!

Get an Eastman el rey. Those are probably going to be your best bang for buck. I got a couple different semi hollows in your price range as well. Check out my reverb.

I'd be very reluctant to buy a used guitar from a non-domestic dealer (the U.S. is domestic for me). If the description is misleading, a return can be difficult and expensive. The Japanese dealers I've seen often post stock photos (i.e., not of the actual instrument for sale) and vague descriptions of the condition of the used guitars they sell. That's a no go for me.

Gotcha. I've bought a dozen guitars from Japan myself (mostly from Ishibashi) and never had a problem, but I can certainly appreciate the concern.
