The organizations work. The next step would be to have targets, Harmonic targets that clean up the organization of extensions and chromatic usage.
ex. Calling Cmaj your tonal target,
G7 is Diatonic V7 chord............................................. .Cmaj tonal Target
Db7 is Tritone Sub............................................... ......Cmaj tonal Target
E7 is V7 of the Relative Minor, Amin............................Cmaj tonal target
Bb7 is tritone Sub of E7, that V7 of relative A-7 of ......Cmaj tonal target
So your using basic Maj/min. functional organization and Diatonic Relative Min. harmonic Relationships.
The choice of extensions and chromatic notes would then be pulled or added using the above harmonic organization.
They can be defined...
There are other possible approached for organization. But the point is how to fill in the blanks with a Reference.
The use of Tonal targets is just a expanded version of the key center approach. And can be used in smaller sections of time, sections of music that can still have musical organization with the complete tune or chord progression or chord pattern. Melodies and melodic line can use same organization.
