    I assume he means in bars 5 and 6 where some people play the major chord a whole step up, then lower it a semitone, then back to the home chord. (At least that’s one version, some play them as dominants I think).

    Either way, the melody in those 2 bars outlines a descending major triad.

    I would think it refers to the beginning of the melody, which can be looked at as triads over a pedal?
