Solfege can be very effective- I'm not using western music for this, but Indian Classical Music.

In indian classical music, they use their own version of solfege with a move-able do and seven note scales, admittedly in just, not equal, temperament. The fact that indian classical music still thrives is a testament to how good their solfege experience works for them- indian classical music was entirely taught by ear for the longest time.

That said, indian classical music is played melodically over a drone, where jazz and pretty much all western music is played over a chord progression of various differening levels of complexity, so I can see why solfege might not work quite as well here.
