Mu buddy built a tele using a confirmed '68 body and parts from different sources.
First, his neck pickup read wide open (infinite ohms) out of the box. Did he get ripped off?
Second, his high E string tracks at angle to the bridge, and falls off the fretboard at around the 20 fret.

Does anyone have any quick advice before he takes it to an experienced builder?

Tele's usually have enough play in the neck pocket that, if you loosen the neck screws a bit, you can shift the neck to move the strings so that they are centered over the fretboard down at the end before retightening the screws.

Pickup: yeah it sounds like he got a dud. He might check to see that the cover ground is intact. The TDPRI forum is a good place to go for all things tele.

Thank you so much! I will pass this on to him. It was his first try (he has the guitar-building bug).

As far as the pick up goes, it may just mean somebody soldered up something wrong and there's a short circuit. If he wants to engage the guitar building bug, troubleshooting this will be a worthwhile learning exercise.

Along the same lines, adjusting a bolt-on neck in the pocket to align the strings is guitar setup 101. Loosen the screws, lightly tap the neck in the direction of the string that's falling off the board, tighten the screws back up when everything is centered. He may have to adjust intonation after that, also a skill set that he'll want to develop anyway.
