I guess the way I think of this is that if you have one measure of Dm, you could treat the measure as two beats of A7 then two beats of Dm.
Same with G7 = Dm7 and G7, OR D7 and G7
and Cmaj7 = G7 and Cmaj7
You delay the chord by two beats by adding in a V7. There are a lot of possible expansions of this concept, especially if you include tritone substitutions of the V7 and expand the idea beyond 2 beats/2 beats.
I think of these as bebop-oriented ideas, and I think of them by chords and not scales. Charlie Parker's improvisations are full of this concept.
