Yes, you can do that with a looper.
I can only speak for my looper which is a JamMan Stereo, but I imagine other loopers do the same thing.
There is a stereo 1/8th" auxiliary input that you can record loops from. You just plug an mp3 player into it and press record and stop record at the appropriate times and you have a loop of a section of the mp3.
For a tune, you could make one loop of the 1st part of the mp3. Make a second loop of the section you want to jam over. Make a third loop of the ending section. Then you could select each of these sections via the looper's foot switches.
