Newbie! 4-1-3-5???

well hey there guys, Im a new member. I have been working on passing tones for about 2 weeks now and I keep coming across a chord that is a 4-1-3-5 and I can't figure out what it is. Could you guys tell me what it is please!! Thank you very much.

In the key of C = F, C, E, G

Fmaj9(no 3rd)

or Dmi11(no root)

or C/F - this is probably the best stand alone name (i.e. stand alone meaning the rest of the band isn't adding any other notes), steely dan likes to use this chord

or G13sus

Bb6add9#11(no root) this ones a bit of a stretch

And I'm sure others might come up with some other names.

So it could be many things. What it really is... it's a matter of context and what your ear tells you it is.
