Help Rehabbing old hand made archtop

Howdy All!
I am rehabbing an old (circa 1950's?) handmade archtop. The body is made with what appears to be a cherry laminate top and walnut sides and back. The heel block was broken near the heel plate, so, I steamed the fingerboard and neck off the body to see if the heel could be fixed. Found that the neck (birch?) was rotting a little under the fingerboard. My question to you all, would it be better to plane down to good wood, or build a replacement neck? Since the original did not have a truss rod, would it be necessary to put a truss rod in the new neck?

hi,
I´ll should put a new thrussrod inside neck, and fill some hard wood under fingerboard (ebony, ouk, teak etc), if it is possible and if the neck is not going to be too thick for your hand. You can straighet´n the neck first. Then glue the fingerboard back and so on... Cheers juuso1
